In 2004 the State of Hawaii's unemployment rate was 3.3 percent, giving it the lowest unemployent rate in the United States. After Hawaii, the lowest unemployment rates were held by North Dakota, South Dakota, Vermont, Virginia, Nebraska, New Hampshire, and Wyoming. The average unemployment rate in the U.S. in 2004 was 5.5%. In August of 2005 Hawaii's unemployment rate dropped to 2.6%, but wages in Hawaii still lag behind those on the mainland and housing costs are high.
